2000-2023

Neither the 2002 Choice Plan nor the 2017 Modified Controlled Choice plans helped the Board of Education’s efforts to reverse de jure segregation in Mecklenburg.  Based on reading and graduation scores, neither did student outcomes improve.  

The chart below shows how nine communities just outside the Mecklenburg boundary lines benefited from families fleeing CMS.  A prime example is Marvin, NC.  In 1990, the population was 239.  No traffic signal. No high school.  Marvin Ridge High School’s first graduating class was in 2009.  Its graduating class was 239 students, the same as the village of Marvin’s 1990 population.  The next year, the girls' soccer team was state champs.  The graduation rate was 95%.
